Meet our team at the Child Advocacy Center of Tioga County! Get to know some things about Tyna, our two advocates Quinn and Bree, and our office specialist Tiffani!!

Director
Tyna Eldred
Tyna Eldred is the Director of the Tioga County Child Advocacy Center (CAC) and the Safe Harbour Programs. She brings extensive experience in victim services and child protection, having previously served as a Victim Liaison with the Broome County District Attorney’s Office and as a Senior Caseworker in Child Protective Services.
Since becoming CAC Director more than two years ago, Tyna has led significant growth and advancement within the program. Under her leadership, the CAC expanded into a larger space, established a secondary location, added a medical room for forensic exams, and upgraded recording technology at both sites to better serve children and families.
Outside of work, Tyna enjoys spending time with her husband, children, and grandchildren. She is the proud mother of four and “Mema” to five grandsons and one granddaughter. Friday night sleepovers with her grandchildren—filled with board games, card games, and cooking—are a cherished family tradition. In 2025, her family celebrated the arrival of two new grandsons. Tyna also loves traveling, especially to North and South Carolina to visit family, and finds peace and joy near the ocean.

Advocate
Quinn
Quinn serves as a Youth and Family Advocate/Counselor at the CAC. In this role, she works with families to address system barriers, provide support and resource information, and counseling around child safety, family dynamics, domestic violence, and system engagement. Quinn’s role includes many things; court accompaniment, warm referrals for medical and mental health care, understanding CPS and Law Enforcement processes, but at the base of it all is a desire for each family to be met where they are, and supported in their healing and decision making. Quinn is also a Safe Harbor Advocate/Counselor, where she works directly with youth across Tioga County that are vulnerable to or have experienced exploitation and trafficking. Additionally, Quinn is an educator of child safety, and facilities youth groups that address abuse prevention, healthy decision making, and advocates for body autonomy and safety.
She has a degree in Sociology from St. Lawrence University, where she helped run her universities 24/7 sexual assault/domestic violence hotline and train other students about how to support survivors. After graduating, she worked in Vermont and the Adirondacks before coming to Tioga County to continue her professional development at the CAC.
Outside of advocacy and counseling, Quinn is an outdoorsperson, hiking, cross country skiing, and kayaking frequently as the seasons change. She has a passion for art, and enjoys printmaking and collaging, as well as running a zine with her good friends. Quinn enjoys cooking and baking new recipes. Most of all, she loves to take care of her one-eyed black cat, Basil.

Advocate
Bree
Bree serves as a Youth and Family Advocate/Counselor at the CAC. Bree is also a Safe Harbor Advocate/Counselor, where she works directly with youth across Tioga County that are vulnerable to or have experienced exploitation and trafficking. Additionally, Bree is an

decision making, and advocates for body autonomy and safety.
Prior to Bree’s role as an Advocate/Counselor at the CAC, she had spent 3 years doing similar work at the Domestic Violence/Crime Victims Services at A New Hope Center. This experience has been extremely beneficial in helping Bree learn to work with surrounding systems and community members, as well as take from firsthand experiences with survivors to serve with their best interests in mind. Bree has had a passion for helping others since she was young, and she is happy to actively be doing work that is both fulfilling for oneself and healing for others.
Outside of work hours, you can find Bree in several different activities/hobbies. One of Bree’s favorite past times is to thrift or antique with close family and friends. Bree also loves to read in her free time or find ways to be active whether that is going for a walk/run or trying new activities like pickle ball or tennis. Bree is also an animal lover and is an “auntie” to many of the pups in her life!

Office Specialist
Tiffani
Tiffani is an Office Specialist at the Tioga County Child Advocacy Center (CAC), where
she supports the director and helps create a welcoming, compassionate environment
for every child and family who walks through the door. She greets visitors with a smile,
manages scheduling, and ensures the CAC runs smoothly by assisting with whatever is
needed. Before joining the CAC, Tiffani worked with children at Family Enrichment,
further strengthening her commitment to supporting young people.
Outside of the office, Tiffani loves spending time with her daughter and friends. She enjoys quiet days at home, cheering at races and derbies, bowling, family game nights, exploring walking trails, and taking spontaneous trips to new places. One of her favorite things is taking her daughter to zoos and aquariums. At home, she also cares for her five year old bearded dragon, Spyro, who has been part of the family since he was just six weeks old.

CAC Office Tour
Our center provides a safe, child-friendly environment where children and youth who may have experienced abuse can receive support, advocacy, and coordinated services. This office tour offers a look inside our space and highlights how we work to reduce trauma while supporting children and their families throughout the investigative and healing process. The CAC brings together professionals from multiple disciplines to ensure that every child is treated with care, respect, and compassion.
