SAFE HARBOR

The Safe Harbour Program is a coordinated, child-centered response for youth impacted by human trafficking, child sexual exploitation, and labor trafficking. The program focuses on ensuring the immediate safety of vulnerable youth while connecting them to trauma-informed services that support healing, stability, and long-term well-being. Through advocacy, service coordination, and community education, Safe Harbour works to reduce the risk of continued exploitation and provide youth with access to critical resources and support.

Safe Harbour serves children and youth under the age of 18 who have experienced or are at risk of trafficking or commercial sexual exploitation. The program recognizes that while any child can be impacted, certain populations face a higher risk, including:

  • Runaway and homeless youth

  • Children involved in the foster care or juvenile justice systems

  • Youth with histories of abuse, neglect, or substance use

  • Youth with disabilities

  • LGBTQ+ youth

  • Refugee, immigrant, and non-English-speaking youth

Safe Harbour provides advocacy and coordinated support to help these youth access medical care, counseling, emergency shelter, safety planning, and community-based services—ensuring they are treated as victims in need of protection, not punishment.
